1.Strategic & Executive Leadership:
• Engage effectively with both regional leadership in China and central IT executives, setting clear expectations and ensuring alignment across diverse stakeholder groups.

2.Operational Excellence & Infrastructure Management:
• Oversee the day-to-day IT operations, ensuring minimal downtime and exceptional support for end users across agencies.
• Manage local Field Service teams and other operational IT groups to uphold and exceed service level agreements.
• Own and manage IT Capex and Opex budgets, ensuring cost-effective solutions through strategic procurement and vendor management.
• Forecast spending, track expenditures, and optimize resources while ensuring adherence to financial guidelines.
3.Applications & Project Delivery:
• Lead multiple, large-scale digital transformation projects, including ERP/financial systems, mobile and web solutions, and other productivity enhancements.
• Understand and articulate the business rationale for both Finance and Non-Finance applications, ensuring IT solutions align with agency and operational needs.
• Collaborate with respective IT teams to gather requirements, track progress, and maintain transparent communication with regional leadership.
• Develop comprehensive project roadmaps, set clear goals, and manage escalations effectively by leveraging higher management when needed.
• Liaise with external vendors for system changes, cost estimations, timeline adjustments, and contractual compliance.
• Act as a primary point of contact for escalations and collaborate with internal and external stakeholders to resolve critical issues.
4.Compliance & Process Improvement
• Ensure all IT systems and practices meet compliance standards, support audit remediation, and maintain robust security protocols.
• Continuously review and improve IT operational procedures to align with global directives and emerging best practices.
• Act as a role model in upholding confidentiality, integrity, and professionalism in all IT initiatives.
技能和经验要求
1.Experience & Knowledge:
• Minimum of 15 years of IT experience, with a proven track record in leadership roles across both operational IT and application delivery within multinational or IT Shared Services organizations
• Extensive experience in managing digital transformation initiatives, complex implementations, and cross-functional project teams under tight business constraints
• Strong technical knowledge across IT infrastructure, networks, databases, system integration, and various enterprise applications (including ERP and financial systems)
• Strong understanding of SDLC, IT service management, and project management methodologies with proven success in program and project delivery
• Education in relevant IT disciplines
• ITIL certified (preferred)
• Project Management – PMP/Prince2 (Highly desirable)
